Green & Clean Energy Co. Is absolutely devastated at the proposed ground-mount tariff change so soon in the program.  
 
This visionary program was hailed as the Òfirst of its kind in North American to offer STABLE pricingÓ and now the OPA is proposing to sabotage that stability. We fully understand that the program was scheduled for review in August, 2011 and as a direct result, decisions were made, personnel trained and heavy investments made in training and material acquisition by our company and many, many others.  We firmly request the OPA to stand behind this stated review date and its statements.  We canÕt change the rules in the middle of the game.

EMPLOYMENT IMPACT:
A key component to the Green Energy and Economy Act is to create 50,000+ jobs for our local economy.  We have absolutely no doubt that Green & Clean Energy Co. and countless others will be forced to terminate or lay-off many workers as a direct result of this proposed change.  Almost without exception, every proposed Micro-fit project we have on the table will cancel their orders. Our company is heavily invested in Dual Axis PV Tracker installations throughout Ontario and virtually none of these projects will move forward under this proposed change.
 
FLAWED REASONING FOR PROPOSED CHANGE:
Recent OPA communications justify this change by the fact that ground mount costs less than roof mounted.  In the specific case of Ground Mount Trackers this is simply erroneous.  In fact, cost per watt is substantially higher than rooftop systems and we have the numbers to prove it.  This proposed change will substantially raise the payback period on these systems from the present average of 8 years to 12 plus.  This will definitely Òkill the dealÓ for nearly all proposed tracking systems and have far reaching effects on the present ÒGreen EconomyÓ.
 
IN CONCLUSION:
This proposed change will have a devastating impact on business, economy, environment, employment and confidence in the OPA and the FIT program in general. Many of the Micro-fit applications that are presently bogging down the application system will never actually see construction. This will level off and stability will come. LetÕs stay the course, see this through and review next year as promised.
 
I ask that you please carefully consider these words as they are grounded in facts. Our rapidly growing company and many Ontario jobs depend on it!
